Parliamentary scrutiny of budget earns PILDAT praise

PILDAT has welcomed the stronger parliamentary scrutiny of the Federal Budget 2026-27, saying the detailed review by the National Assembly’s Standing Committee on Finance and Revenue reflects an encouraging shift towards more accountable fiscal oversight.

According to the Institute, the committee under the chairmanship of Syed Naveed Qamar, MNA, spent considerable time examining the budget through a series of detailed meetings. During this process, the committee reviewed budgetary proposals, heard the views of government officials, stakeholders and experts, and closely examined taxation and expenditure measures before they reached the National Assembly.

PILDAT said this level of engagement is important because it strengthens Parliament’s constitutional role in supervising public finances. The institute noted that meaningful parliamentary scrutiny goes beyond debate on the floor of the House and requires a careful, evidence-based review at the committee level, where budget proposals can be studied in greater detail.

The group also praised Speaker National Assembly Sardar Ayaz Sadiq for helping create an environment in which committee-based scrutiny of the budget could take place effectively. In PILDAT’s view, this kind of parliamentary support is essential if lawmakers are to play a more active role in financial oversight.

PILDAT has long argued that standing committees should be given enough time, technical support and institutional capacity to examine budget proposals thoroughly. It said the process seen during the Federal Budget 2026-27 offers a useful example of how stronger parliamentary scrutiny can improve budget-making, enhance transparency and better reflect the interests of citizens.
