PBM Faces Action Over Fake Degree Holders

Pakistan Bait ul Maal is facing questions over alleged fake degree holders and the handling of senior appointments, with complaints now under public scrutiny.

According to the captioned account, Rizwan Ahmad is serving as Director in grade 19 with an MBA from an institute that the Higher Education Commission had declared unrecognized during verification initiated by the Ministry of Alleviation of Poverty and Social Security. The case was sent after complaints from former PBM Director Mir Ahmad Khan and Director Finance Ijaz Hussain.

The ministry first raised the matter with PBM in February 2025 and again in June 2025. It later directed Director Finance Ijaz Hussain to take action against Rizwan Ahmad in mid February, but he is still working on the post.

Another case mentioned is Bilal Anwar, who was appointed as an assistant and later became an officer in grade 18. He is also serving as PRO of PBM. The caption says the Senate standing committee directed PBM administration to take action, but no step has been taken for more than six months.

The caption further says the bureaucracy at PBM did not act against the alleged fake degree holder, while Director General Dr Mohammad Zeeshan Danish, who holds original degrees, was removed and told to report to his parent department, Punjab University, by the Cabinet Division.

Managing Director Captain R Khalid Shaheen Butt said Rizwan Ahmad’s appointment was made on a genuine graduation degree. He added that the MBA degree was from an institute not recognized by HEC, but said it could not be treated as a fake degree appointment case. He said a cut of one year increment and a warning had been issued.

On the DG matter, the MD said PBM had never had a DG seat before and that the post was created first by the Establishment Division for Zeeshan’s posting. He said he had no authority to question why the seat was created.

The caption ends by raising questions over who created the DG seat and why the Establishment Division issued an appointment notification for a post that had not existed in PBM, while the appointment and removal came through different divisions.
