RDA Moves to Organize Basant Bahar Safely

On January 12, 2026 the Rawalpindi Development Authority held a meeting in its conference room under the directions of Director General Kinza Murtaza to plan the upcoming Basant Bahar festival and lay out safety measures for kite flying.

The attendees agreed that only families will be allowed entry to the event and that entry passes will be issued to control access and maintain an orderly environment. A final decision on the venue is to be taken shortly, with Ring Road and Liaquat Bagh among the locations under consideration.

The meeting was chaired by Additional Director General RDA Muhammad Anwar Baran, who said kite strings will be thoroughly inspected before the event to avoid untoward incidents. To strengthen safety protocols, the Home Department has initiated formal registration of kite and string manufacturers, sellers, and kite flying associations to support regulated and secure Basant Bahar activities.

RDA officials stressed that Basant Bahar is an ancient cultural celebration in Punjab celebrated to welcome spring, and the authority is focused on reviving this tradition in a responsible, well managed way. Ensuring safe and organized kite flying while protecting public safety and law and order remains RDA’s top priority.

Present at the meeting were Chief Planner RDA Muhammad Tahir Meo, Deputy Director Public Relations Hafiz Muhammad Irfan, Assistant Director Public Relations Abdul Rehman, representatives from PTV and the National College of Arts, including Shehbaz Ahmed and Shafiq Ullah, along with other relevant officials who underlined RDA’s commitment to a secure and family-friendly Basant Bahar.
