Driving Change with MLC Reforms
The Military Lands & Cantonments Department has submitted a comprehensive reform document titled “Fixing the System, Fueling the Future” that outlines a wide-ranging transformation agenda. The initiative has been guided by Director General Military Lands & Cantonments Major General Irfan Ahmed Malik HI(M), whose leadership has driven the institutional changes now documented in the report. The document was presented to Secretary Defence Lieutenant General Muhammad Ali HI(M), who praised the work and described the outcomes as a clear roadmap for the department’s future course.
The report consolidates progress made over the past two years across core areas including digital governance and automation, strengthened financial transparency and accountability frameworks, human resource restructuring with performance-based mechanisms, infrastructure modernization and upgraded service delivery, and standardized policies to improve citizen facilitation. These strands of reform reflect a deliberate effort to align operations with the principles of efficiency, integrity and public trust.
Central to the MLC reforms is the embedding of data-driven decision systems, policy harmonization and measurable field-level accountability to ensure more responsive and equitable governance. Early interventions during this corrective phase have shown encouraging results and have laid strong institutional foundations. The department underscores that sustained momentum and continuity of direction are essential to consolidate gains and advance longer-term objectives.
Locally relevant outcomes of these reforms include faster, more transparent administrative processes for residents of cantonments and clearer accountability for assets and projects managed by the department. The consolidated document is expected to serve both as a record of achievement and as the basis for future policy planning in pursuit of Pro-People, Efficient Local Governance and Effective Military Lands Management. As MLC reforms progress, stakeholders will be able to track improved service delivery and governance standards driven by the department’s transformation agenda.
